Added the ability for an admin to change the date/time format used site-wide to the admin control panel settings module. (This was discovered/resolved by Samson.)
Also added date/time stamping for blog comments. (Again, discovered/resolved by Samson.)
Reformatted the date/time stamp and author name fields for blog comments. (This was discovered/resolved by Devenon.)
Added a "hard line" between the last comment to a blog and the section to submit a new comment.

Not sure how much it really matters, but given the above it would be wise to assume that all comment date/time stamps prior to this one are very rough estimates and not precise as they were not set at the time of the comment being made by the server but rather after the fact (right after posting this comment, in fact) by me by hand using linux time notation which is precise to the second typically but because I'm doing it with a calculator and my best guess at when they were posted, well.. the dates should be right and the order of posting is correct, the time is somewhat questionable. From this comment forward, all time stamps should be 100% correct however.
